The big red bull’s-eye finally landed in Manhattan last Sunday, with the opening of a 136,000-square-foot Target in East Harlem. To entice big-box-wary New Yorkers, the store will give shoppers a week’s head start on the rest of the country on scooping up new designer collaborations: neon dresses by Stephen Burrows; kitchenware by Marcus Samuelsson; and beach gear, like this towel ($24.99), by Isabel and Ruben Toledo (517 E. 117th St., nr.
