Coming up on his daughter’s 5th birthday, Joe Panasci couldn’t believe the amount of schlepping he had to do to get every detail checked off the list. So when he opened Tortoise & the Hare a few years ago, he vowed that any birthday party held at his Upper East Side children’s hair-cuttery would be a no-brainer for parents. At his Glamour Parties, kids sporting their most fashion-forward threads are treated to a makeover: hairstyling, manicure, and cosmetic application. All this preteen pampering is followed by a runway-style fashion show, music chosen by the birthday girl. Paper goods, pizza, juice, and soda are provided. (Parents deal with the cake.) Everyone goes home with a Polaroid of her catwalk strut and a goody bag with three hair accessories. A one-and-a-half-hour party for fifteen kids is $499, $25 per head thereafter. Parties can be booked during the week at 5 p.m. or Sunday at noon or 3 p.m.
