I have lived in Chelsea for 2+ years and have tried at least a half dozen different salons and barbers in an attempt to find a great haircut at a reasonable price. You can always find one but not the other, and consistency in quality of haircuts can also vary significantly over time. Glad to report that I have finally found a place that I think matches the criteria. I found Hoshi Coupe on NY Mag website, called them and got an appt for that same day. The decor is minimalist as the NYMag review suggests which is totally fine by me as long as clean. My Japanese stylist barely spoke english but understood exactly what I was looking for. She was very attentative, precise and courteous. in delivering a scissor over comb haircut, a shampoo and a rinse as well as dealing with my Dennis the Menace collick. I was very impressed by how even my haircut looked even after a shampoo and dry at home. All of this for $45 which is a few bucks more than the barber shops and less than half of what fancier salons in this neighbourhood charge. Definitely very happy and will be going back!
