I recently visited this restaurant on a date with my wife. At 8PM on a Sunday night it was full. As is the case with many New York restaurants the tables are fairly close together and the space is "intimate." Ironically, the term "Sotto Voce" in Italian means soft voice but the ambience is anything but soft. We could barely understand our waiter because of the background noise. The situation improved as the night wore on and people left but if I was trying to get to know someone this is probably not a place I would go. There are plenty of viable vegetarian options on the menu. The rigatoni with eggplant and mozzarella cheese was satisfying for me. My wife had a seafood special involving Tuna, shrimp and mussels and was very happy. The Australian Merlot we ordered went well with our meal and we finished with Tiramisu and cappucino (both quite good). I was disappointed that they were out of Peroni (the only Italian beer on the menu). That struck me as odd. Overall, given the right cirumstances, a good place to dine with friends or a date you already know well (or who speaks really loudly).

We went for a late weekend brunch and I was hugely disappointed after reading the above NY mag review. The food was ordinary and plain, the bread was tasteless, and the mimosas were weak, watery concoctions served over ice (no need to serve either champagne or orange juice over ice, except to save a buck). Food, service, decor, price, pretty much everything about this place was not bad but not impressive -- just boring and bland.
