At 3 p.m. on Thursday, the city will begin distributing food and water to “hard hit” areas, Mayor Bloomberg announced today, including the Rockaways, Staten Island, and Chinatown. Each person can claim three meals and five bottles of water until 6 p.m., with similar efforts picking up again tomorrow at 7:30 a.m. “Bring your own bag,” Bloomberg said. Con Ed is also giving away dry ice in every borough for as long as it’s available.

The death toll from Hurricane Sandy in New York is now up to at least 38 people, including two young boys from Staten Island who tragically slipped from their mother’s arms on Monday. “We have found a few more deceased,” Bloomberg said this afternoon, “and once again our hearts go out to them.”
