ALBANY, Feb. 5 — The Legislature plans to renege on a deal it had with Gov. Eliot Spitzer and select a lawmaker as the next state comptroller on Wednesday, officials said, and at least one Democratic county chairman wants Assemblyman Thomas P. DiNapoli to get the post.
