The Joint Personnel Recovery Agency, the group that ran the American military training program that developed the interrogation tactics approved by the Bush administration, sent a memo to the Pentagon’s lawyer in July 2002 calling the tactics “torture” and warning that they would produce “unreliable information.” By that time the procedures had been given the nod by John Ashcroft and Condoleezza Rice. The memo sent by JPRA also cautioned that “the unintended consequence of a U.S. policy that provides for the torture of prisoners is that it could be used by our adversaries as justification for the torture of captured U.S. personnel.”
