Judge William Pauley of the Federal District Court in Manhattan ruled against Hiram Monserrate in the convicted girlfriend-slasher’s bid to remain in the State Senate. Pauley, who according to the Times during proceedings yesterday already seemed skeptical of Monserrate’s claims, denied his petition to block his expulsion from the governing body.
