First, don’t call it “Perfect Citizen,” because that is Orwellian and creepy and doesn’t even seem to have any relation to the program’s function of monitoring the Internet for signs of cyber attacks on critical infrastructure. Second, don’t preempt fears that this is some kind of Big Brother scenario by admitting that this is exactly like Big Brother, as in the Raytheon memo that unequivocally states: “Perfect Citizen is Big Brother.” [WSJ]
