The body of 68-year-old Jose Sierra was found floating in the water off of City Island this afternoon. The owner of the Sunset Marina, which is located a block from an evacuation zone in the Bronx, told the police he saw Sierra arrive there at the height of the storm, around 8 a.m. this morning.
