Rupert Murdoch’s New International division has proposed its largest payout to the family of murdered 13-year-old Milly Dowler, whose tampered-with phone messages gave her parents hope she might still be alive. News Corp. agreed Monday to pay about £2 million to the Dowlers and another £1 million to charity in order to avoid another lawsuit. [WSJ]
