Among the things Gov. Andrew Cuomo plans to do with the $30 billion he’s requesting in federal disaster aid: upgrading the regional electric grid, running new oil and gas pipelines from New England, and perhaps a New York State emergency petroleum reserve, just for good measure. He sure plans to cash in on that federal help President Obama promised last month.
