One of the nine bystanders hit by police bullets or fragments when officers opened fire on a gunman near the Empire State Building last year is suing, the AP reports. Chenin Duclos, a student from the University of North Carolina, claims the police were grossly negligent when they let off sixteen rounds on the crowded midtown street after a man executed his boss in broad daylight.
