
The Navy Yard shooter etched “Better off this way” and “My ELF weapon” into the stock of his shotgun, the Washington Post reports, noting that ELF typically stands for “extremely low frequency.” Although it’s little more than speculation at this point, the Post adds that the Navy uses extremely low frequencies in its High Frequency Active Auroral Research Program (HAARP), a favorite of conspiracy theorists.
